Are Texting While Driving Laws Working In Arkansas?

In 2009, Paul’s Law was enacted in Arkansas, banning texting while driving for all drivers. This law had some loopholes and didn’t fully address the problems of cellphone use while driving, but it was bolstered by new legislation in 2011 banning all cellphone use near schools and in highway work zones.

Like many other states, texting laws in Arkansas are well intentioned and were initially effective at reducing car accidents caused by distracted drivers. However, a new study by the University of Milwaukee-Wisconsin suggests that texting while driving laws are ultimately ineffective, largely due to inaction on the part of law enforcement.
